Topic: Want Really Dry Basement Walls

My home was built in 1929 and, until recently, has never had rain gutters. therefore there is substantial water damage to the thin-coat of cement which covers the walls. In addition, some powdered lime is showing.
When my wife and I bought this house we thought that someday we would like to finish the basement. Obviously, we need to begin it before we can finish it. this is what we have done so far: 1) Installed gutters around the house and directed drainage away from the foundation. 2) Began using a dehumidifier, which drains into the sump well (V-tech system installed before we bought the house), and is pumped out also away from the foundation.
The walls are dry, with the exception to one small area that is sometimes slightly moist. Something more needs to be done...What though?
I met with a contractor (EVERDRY Waterproofing, NARI, NAWC affiliated) and was told that this problem will most likely continue unless the basement walls are treated from the outside. Is this true? If so, what is a reasonable cost (our house is about 1,500 ft/sq)?
We want a DRY basement before we begin "finishing" it so that there won't be mold, smell, or the possibiliity of future problems with water and our new construction. Any suggestions you have, or advice as to where to look would be appreciated.
