Topic: Need More Blown Insulation?

My house was built in 1991 I bought 1995. Had it inspected in 1995 and was told insulation was satifactory at that time. HVAC bills are just fine at present. Now have been told insulation is lacking and that where ceiling is lower (12'ceiling throughout house except 2 powder rooms 8') the membrane streched over low areas to hold blown insulation has collasped. When this collasped the blown insulation fell away and now there is no insulation over powder rooms. Suggested fix is to blow more insulation in those areas and cost would be $1700.00. Q. Isn't this a high bid? Why would membrane stretched over lower ceiling have collasped? I have never been in attic b/c pull down stair are broken.
