Topic: Gravel Driveway

I am after specifying to construct a gravel driveway, but the spec needs to accomodate for some heavy turning (e.g a horse box), to prevent from crating pot holes etc... can anyone help? Should the gravel top coat be laid on a hard base or sand blinding?
