Topic: Buried Weep Screeds

My builder buried one wall of weep screeds under a layer of stucco. We didn't discover the problem under a Home Inspector for the new buyer found it (4 years later). What is the best way to repair this problem? The Home Inspector suggested drilling holes in the stucco so the moisture can escape. Is this an adequate solution or should I contact the builder for a more appropriate fix?
