Is this really the case? When you submit a set of plans to the building department, isn't it the owner's (or the agents of the owner) resposibility to show locations of easements, etc? I'd never expect that building departments would catch this type of thing, as it would basically require something like a title search, wouldn't it?

Does anyone out there have a definitive answer to this? Phil, what do you think? Do building departments search out easements and such on every project that crosses their counter?
