Yes --

... by going to the town's tax accessor's office and looking up recent sales of comparable houses -- if the run down house you are intetrsted in is a 4br colonial with family room, formal dining room, etc. and know the square footage, find other colonials like it and what they sold for say, within the past six months. That's how appraisers determine value. Or, for the roguh estimate you're looking for go to a realtor and find what comparable homes are being listed for in the same area, say, within a mile.
