Wet-weather spring under basement

We have a problem with our home which built over (apparently) a wet-weather spring. Whenever there is heavy rain for several hours, water seeps up through the cement floor (which is covered with vinyl tile). The water is crystal clear. and exits through a floor drain. Sometimes we can see little ripples in the water as it enters. As soon as the rain stops and the water table drops (usually the next day) the problem stops. Our soil is heavy yellow clay. Obviously the original owner didn't anticipate this problem when the home was built. How do we remedy this problem? We find that water enters in at least 3 separate areas. Incidentally, the cement block walls stay totally dry - it's only the floor that's the problem. We want to convert the basement to living space, so we need advice! Thanks for any suggestions.
