Subject: Water penetration

I have a bedroom that theres water coming in on the sides of the window. I resealed the window with a highly recommended sealer. But i still have water coming in the room not as much though. I was recommended to buy an elastameric crack sealer to paint over the window sil and walls. But i also noticed that i have bolts under and over the window for my hurricane Shutters. On both the far right and a far left bolts seems to not be screwed all the way in or i need to sealaround the screw. Do you think theres any way that maybe thru the bolts the water is getting in. Please help
