Subject: Settling Foundation-Peat soil

I hired a Licensed Structural Engineer who indicated one part of my house has settled over 7 inches in one part of my house. It appears to still be settling. To correct this defect would be very expensive (40-70K) especially since I have concrete block. He suggested calling a builder who would be interested in the land. This will mean I have taken a huge loss on this house I have only owned for 2 years. Any suggestions. Should I get another opinion from a different engineer or should I call for the bulldozer ?
