Topic: Brick Basement Questions

We have brick walls in our cellar that are a little crumbly. Effluorescence? When we moved in 4 years ago, a home inspector recommended we just scrape and seal with Dryloc, which we did. About a year later, the effluorescence began again in spots - not too bad. It's a dry basement, which gets a little help from a dehumidifier, but we want to keep that little bit of moisture from ruining the look of the walls. What are our options?
Do we need to scrape off all the old sealant before proceeding with stucco?
Would we need to reapply Dryloc (or something else) before stucco?
Could we sandblast for an exposed brick look? If so, wouldn't moisture come through?
