Topic: Stonewall Masonry Problems

I have a crumbling mortar problem and masonry adhearence problem because of an unsealed exterior wall. The outside is being handled now.What is the best way to treat the interior crumbling and insure that the masonry will bond and prevent future moisture problems ? Also , I have a lead bases paint problem that is being addressed on the interior wall. I dont intend to do anything with the finished wall but hang vinyl wallpaper and paint it . The wall has been repaired poorly so many times getting it to look uniform will be too expensive. Should I have the wall (1 ft. up from the foundation)insulated with foam then use bathroom drywall instead of trying to resolve this moisture problem with masonry?
