Topic: New Foundation for Beach House

My house is built on sand at the beach and there is no foundation as the house is basically built up about 10' above the ground on Locust tree posts. There are walls enclosing the area from the sand to the raised entry level of the house, and what has happened is that the sill plates for these walls, have rotted away in certain parts (The sills were just placed on top of the sand).
I'm planning to replace those sill plates and would like to use concrete blocks filled with cement as a base material upon which I can place the new sill plates. Do you see any problems with this plan? On one side of the house the plates were once repaired and it was done with just pressure treated lumber, which lead me to think that maybe concrete block is not the correct material.
Should I use the lumber or the concrete, or even another material for that matter. The ground is sand, no soil at all.
