Topic: Venitian Plaster technique

Can someone kindly explain this technique to me? I have seen the results but I'm not clear on the application. I have plaster walls that have been paneled over(UGH)and would like to remove the paneling and redo the walls with this techique. Any and all responses would be appreciated. Thanks!
