We are considering the same type of project. The research that I've conducted said to always use PT as the sill plate regardless of the moisture tests you've conducted. Agree with other poster that liquid nails will not hold up. You can purchase one of those Remington nail guns for less than $100. A Building Science Report issued by (I believe) the University of Minnesota) said to use the Owens Corning extruded board adhered to the exterior wall, then build your stud wall inside of that and use kraft faced insulation in the stud wall (if desired). No additional vapor barrier and certainly not plastic, as that will not allow the wall to breathe.
