Lot of questions, but let's get at it.
First, breaking up the stoop can be done with a rented jackhammer (get the biggest one they offer), but it ain't easy. The older concrete is, the harder it gets, so if your house is 50 years old or so, count on tough going.
You can break the stoop away even it is part of the poured foundation. The foundation should not crack as you chisel along the edge.
You will likely find steel rebar in the concrete which has to be cut.
Having said all that, it would be a lot easier to resurface the stoop with veneer brick, which is about 1 inch thick, plus 1/2 inch of mortar bed.
To break up the top layer of the stoop and then put down a new coating to level it and then put down brick would be quite difficult. Largely because the concrete will not break up evenly. And as you work near the edges, you can knock big chunks off, which will require forms to rebuild.
