The main reason is that the efficiency of a heat pump as a heating system depends on a few factors. Location is a big factor, as those who live in warm climates will benefit most from a heat pump. Unlike other heating systems, heat pumps draw in the outside air to warm a house. If the air outside contains heat, then the energy required to do this is very low. On the other hand, if the climate often includes temperatures below 40 degrees Fahrenheit, the energy needed to heat the house goes up. Heat pumps cannot function in below-freezing temperatures, which means another source of heat needs to be present. Heat pumps are not as efficient as central air conditioning when doubling as a cooling system.
